Good neighbours, from the start.
NRCS was founded on a simple goal: to build a strong community through healthy relationships. More than twenty years later, that is still what we do, one relationship at a time.

Our beginnings
Neighbour Ring Community Services was founded in 2003 with the support of ECF Holy Word Church. We started in the Joo Seng estate, reaching out to seniors who were living with loneliness and isolation. Some needed practical help, like grocery rations. All of them needed someone who would keep showing up. We helped them stay connected and age well in the community they called home.
In 2005, we opened our Elderly Wellness Centre at Blk 8 Joo Seng Road, with the support of the Southeast CDC and Geylang Serai CCC. It became the heart of our work. Art and cultural dance, health talks, Zumba Gold and stretch band exercise, outings, workshops and festive celebrations. Most of all, it became a place where seniors find company, joy and purpose.
Part of the community
We have never worked alone. During the pandemic, our volunteers joined Potong Pasir CC in the national vaccination drive, making sure seniors got the information and help they needed. Since 2016, we have organised the community Christmas celebration together with the Joo Seng Residents' Network, a gathering many families now look forward to every year.
Measured by relationships
We do not measure our work by how many people pass through our doors. We measure it by how well we know them. Whose knees are giving trouble. Whose son has moved overseas. Who has gone quiet this month.
That kind of knowing cannot be rushed. It takes hours, and years, of showing up. The hours matter because of what they build.
Growing with our neighbours
The better we came to know families, the more we saw needs that went beyond the senior centre. Worry that would not lift. Marriages under strain. Parents stretched thin.
In 2025, we began trialling a counselling service, and in the second half of 2026 we launched it as Hope@NRCS. It offers accessible, stigma-free support for seniors, families and individuals. Through the Hope@NRCS Partnership Program, it also helps churches and community organisations build a culture of care among their own people.
Alongside it, we now run marriage preparation, marriage enrichment and parenting workshops, so that families can grow stronger together, not only get through hard seasons.
Looking ahead
The needs around us are growing, and so are the neighbourhoods. We hope to extend our reach beyond Joo Seng into the wider Potong Pasir area, including Bidadari and Sennett Estate.
Why we do it
It is our faith that shapes our love. NRCS is an expression of that love for our neighbours, whoever they are and whatever they are carrying. We believe everyone deserves to be seen, valued and supported.
We are carried in turn by volunteers, donors and partners who believe it too, and who give their time and resources so this work can go on.
